Multimillion-pound plan for heart of Dingwall

The proposals could see derelict buildings demolished to be replaced by a combination of flats and retail units in the centre of Dingwall, where activists have been working on a long-term regeneration plan that aims to re-establish its reputation as a market town and visitor destination.

The scheme tabled with planners centres on the former Picture House nightclub which fronts on to the High Street and additional buildings to the rear towards Mart Road.

The proposals envisage the creation of 17 flats and the refurbishment of existing retail premises on the High Street to create smaller and more easily let shop units.

The scheme would also tidy up the site by demolishing some buildings at the rear of the site and create new car parking.

Willie Gray of Ark Estates, who are behind the plans, said: “We’re really pleased with this project as it will transform a site that has lain derelict for many years. Not only will it provide much-needed housing, but it will help regenerate the High Street by bringing people back into the area. We hope it could also be the catalyst for other development.”

Mr Gray, who has spearheaded a number of developments across the Highlands, added: “We held a consultation event earlier in the year and were delighted by the overwhelmingly positive response.

“More than 50 people came along to see the plans and they were incredibly supportive of what we were wanting to do.”

Ark Estates has commissioned architect Catriona Hill from CH Architecture, the designer of the new Falls of Shin Visitor Centre which has already attracted national attention.

The proposal tabled with Highland Council cites an intended change of use of shop and public house to cafe, shop and offices and refurbishment of a commercial building fronting High Street and the erection of 17 flats to the rear. Information lodged with the planning application notes that the Picture House has been vacant for several years and that buildings to the rear of the site have also been derelict for several years.

The plans come in the wake of unrelated calls by Dingwall and Seaforth councillor Angela MacLean for urgent action to tackle what she described as an escalating housing crisis.

The Liberal Democrat councillor has called for more land to be unlocked for affordable house building. She made her remarks at a meeting of Highland Council’s audit and scrutiny committee.

Housing chiefs have acknowledged a shortage of “economically deliverable land” for housing development to meet demand. Planning director Stuart Black has outlined Dingwall as “a priority area” for more housing.

The company said it hopes to secure planning approval before Christmas and start on site by March next year.
